Another option for Omar's audio dilemma is to use a dual channel mic preamp such as the M-Audio Mobile PRE. Amazon has some used ones available for about $50[1], which should leave room in the budget for a couple of lav mics and cabling to connect to his camera.

One of the nice things about this approach is that if Omar has access to a laptop computer, he can record to the hard drive and use the camera for a scratch track.

There are other similar devices available from Yamaha, Steinberg, Pyle Pro, Behringer, and others, though one'd need to hunt for a bargain in order to stay within budget.
