Regarding the question from the UK about alternatives to the fencing top rail for the Frugal Crane, I am currently working on a version where I am using a floor-to-ceiling lamp pole (do a Google image search on "pole tension lamp") that I rescued from the trash.

It is made of thin-wall steel which should be plenty strong for small- to medium-sized cameras. While the pole is not quite 10' long, it should be satisfactory for my needs. (Actually, it should be close to 10' by the time I extend the tensioner on the ballast end and add my platform on the camera end.)
